A couple years ago a couple close friends who don't know each other and travel in completely different circles in China told me essentially the same story. Xi was not in as powerful of position as most Westerners thought. I shared the gist of it on here and why that was so. Things have gotten progressively worse for the dictator for life.

The EU, Africa, the Far East island nations and Central and South America all had countries that happily took Chinese investments and loans. Now we see what that has reaped. Take Italy which has 8000 Chinese owned factories producing knock off goods with "Made in Italy" stamped on them right under the nose of the Italian tradesman. For that indignity the Chinese that returned from the January 25 celebration of the Chinese New Year likely were the seeds of the viruses quick movement through the country.
I would suggest scrolling down to another posting and you will find the link to a New Yorker article that is very enlightening. Xi's China 2025 plan needed some complicity from world leaders to be doable i.e. global trade with China dominating the key industries. Not my words or opinion but their very public proclamation.
The world got a first hand look at what a China dominated globe might look like. I don't think they did themselves any favors and the recipient of that blame will be Xi. The Chinese Communist Party does not take failure well. There has been a call for an early meeting of the Party. What will become of the person who sent and/or made it public will tell you a lot about the near future. If he isn't found and punished very publicly look for Xi to be on his way out.
