Late this afternoon, the Oklahoma Senate met in session.
Budget Committee Chair, Kim David; moved to amend HB1035x, by substituting an attached floor substitute for the title, enacting clause and entire body of the measure, which amendment was declared adopted. Then the senate substitute of HB 1035x was read at length. On the question of passage of the bill, the vote resulted as follows:

What's Next?
- If it does pass the House by 75%, the Platform Caucus and their supporters will mobilize for a 2018 war against their own party in a OKGOP war, like has not been seen before.
- If it fails, the senate will likely take action to pass the stop-gap funding transfers and prepare for a busy February beginning of the 2018 session. Or the senate can deliberately shut down the state department of mental health for lack of funding. The legislature cut funding to mental health by 23%, this past spring, and passed an unconstitutional tax, as a means to cover up the cut. That cut was exposed when the state supreme court struck down the tobacco tax swiftly, on a 9-0 vote.
