Gov Stitt Seeks Medicaid Block Grant Instead of Expansion

Legislative leaders applaud bold initiative.

  With a looming amendment to Oklahoma's ballooning constitution, Governor Stitt went to Washington to join with President Trump in seeking better ways to bring equitable funding to all states without the mandates of ObamaCare.  The move brought immediate reaction for Speaker Charles McCall and other lawmakers who are focusing on the matter, and seeking a way to better provide for the truly destitute with the same federal funding levels that other states enjoy.
  Current formulas only give Oklahoma about 62% reimbursement, while states with expanded medicaid enjoy better than 90%.  It's akin to being able to buy a Cadillac Escalade for less money (out-of-pocket) than a Dodge Caravan.
  Chairman Marcus McIntire joined with Speaker McCall in celebrating this new option. While guarded in his reaction, McIntire did acknowledge that this potential option will grant the state far more latitude in addressing unique needs in Oklahoma.

Nick Sandmann: 1 Year Later

  Within hours of a young teen's 2019 field trip to the nation's capitol, he was scolded by the leftist global media cabal, the Democrat party, His own Catholic school leaders, The national leaders of March For Life, and a Tulsa Talk Radio Host.
  He was subjected to racist & defamatory insults on the national mall by a black hebrew racist group. But the North American Indian activists wanted some of the attention, so Nathan Phillips got in Nick's face while swinging a drumstick against a drum & chanting some sounds we haven't been given the translation of.
  He was the subject of national vilifying for days, based on highly edited clips from a raw video which ultimately vindicated and extolled his great poise.  

Sacrifice the kid, for the convenience of the adults?

  His Covington Catholic School went into damage control by 'throwing Nick under the bus' within a few hours. Days later they apologized to the boy and restated their position
  March For Life did essentially the same thing.  These are the so-called leaders that should not be trusted without a real system of accountability.

Tulsa Mayor Selects A Suburban Republican As Next Police Chief

  Wendell Franklin is a 46 year old major in the Tulsa Police Dept. He lives in the Battle Creek Golf Course Subdivision, in northern Broken Arrow.  On the weekend that we celebrate Dr. Martin King Jr's memory,   The mayor decided against the contradictory advice of many leftist groups. He hired a community member.
  Oh yeah;.. did we mention that he's black?  It's not supposed to matter, is it? We should assume that he was promoted because of his talent, experience, discretion, and above all else... 

"The content of his character, not the color of his skin."

  What else do we know about Mr. Franklin? Not a whole lot. So let's give him fair play and help him have every opportunity to be a success.  If he fails, let it not be because he was never given a chance. 
   But the typical set of whiners who will never be satisfied and desperately need a demon police force to blame for their own failures, will need a few weeks to come up with a sophisticated way to call him an 'uncle Tom'. 
​  Oh, they will. they are too predictable.

Rogers County Pays Dearly For Sheriff's Brutality

Sheriff Scott Walton Sued In Federal Court For Brutality

  Chip Paul was awarded an undisclosed sum of money as part of a federal lawsuit settlement, last week. Mr. Paul is not divulging any details, he was in Tulsa last night at a town hall meeting he moderated, with state lawmakers. 
In addition, the legal expenses incurred by Rogers County is going to lead voters to ask if Sheriff Walton needs to have anger management therapy, as a condition of future service to the county. The civil suit initiated in state district court and documents put the number "in excess of the $75,000" limits for certain procedural options. The case was moved to federal court, in July.

Let's recount the events by looking at the ​legal documents which stipulate the facts in the lawsuit.

8. Plaintiff attended the meeting. Plaintiff was quietly sitting in the back of the audience and people in attendance were asking questions and Plaintiff raised his hands to speak several times to be called on. Plaintiff was ignored and commented privately to his wife a few times that some of the information being relayed was inaccurate but was in no way disrupting the forum. 
9. Plaintiff turned to make a comment to a Deputy located behind him, but when he turned Walton got in Plaintiff's face yelling at him to be quiet or get out. Plaintiff stated that he would be quiet, at which time Walton grabbed Plaintiff's throat and neck, forcibly removing him from the Claremore Event Center. Plaintiff all the while indicated he would leave peacefully.

Lawmakers & Industry Leaders Meet For Cannabis Town Hall

Tonight, the most impactful individuals in Oklahoma's Marijuana Law Reforms gathered in Tulsa for a Town Hall on Marijuana Public Policy. The meeting, at Fellowship Congregational Church, was open to the public and dozens of issues were discussed.  SoonerPolitics & Oklahomans For Health sponsored the forum. Rep. Scott Fetgatter & Rep. TJ Marti discussed the several matters still left unresolved in Oklahoma govt. agencies. Industry Lawyers, Growers, Researchers, Processors, & Shop Owners were all in the auditorium to find solutions. 
  Among the initiatives the lawmakers revealed were;
  •  Restructuring the Oklahoma Medical Marijuana Authority to answer directly to the legislature and be funded separately. This takes the several layers of Health Dept bureaucracy out of the way, so the OMMA and lawmakers can respond more quickly to issues.
  • Removing the Certificate of Compliance rule which the Health Dept imposed on counties & cities, in order for MMBs to retain licensing
  • Push for better training in the healthcare industry, so that clinicians can better integrate cannabis medicines as a homeopathic alternative to more dangerous pharmaceuticals
  • Institute better policies in the state agriculture Dept, for Trace Hemp growing.
  • Further adjust statutory law, to reflect our better understanding of the safety of cannabis medicines

 The meeting went 90 minutes and was followed by an informal meet & greet.  Proponents for SQ807 were on hand to answer informal inquiries.  
  SoonerPolitics & 3D Politics provided a live web feed, as did Oklahomans for Health. A texting service was provided so that viewers around the state could text a question directly to the moderators, and get prompt attention from the town hall.

The gathering was a significant and very inclusive event which might become an annual tradition in Oklahoma. It helped the lawmakers get a sense of the most pressing issues to those providing the medicines.  ​

Over 50,000 Protesters Refuse To Enter Richmond Capitol Compound Without Protective Arms

Alex Jones is saying over 50,000 are on the streets of Central Richmond. Most refuse to enter the capitol compound without personal defense arms.
Jones is roving through town in his para-military vehicle, with a loud PA system and police escorting him in a bicycle caravan.​
  The mobile telecommunications infrastructure is overloaded in Central Richmond, so Jones & his InfoWars team decided to live-stream from the perimeter to provide worldwide real-time news.
  The rumors of Antifa infiltrations have so far been empty of evidence. But the protesters are demonstrating friendliness with all the merchants & offices of the inner city. 
  Police are taking a low-key disposition and focusing on crowd control & keeping the streets passable. 
Jones eventually went into the compound where a few thousand others were gathered. He was immediately engaged with several protesters and eventually some media correspondents interviewed him about a wide variety of contemporary topics. After a few more minutes, he took a 'bullhorn' and addressed the crowd for a couple minutes.
  Rumors then circulated about some counter-protesters showing up in central Richmond.
  Range Broadcasting was livestreaming on Youtube, until the Google-owned publishers shut down the feed; probably because Alex Jones was being seen & heard on the content. That video got immediately, deleted by Youtube, in a high tech 'book-burning' act of intolerance.
 Ruptly, OANN, InfoWars, & other sources are being monitored by Range Broadcasting, in an effort to curate the best impromptu coverage from all these alternative media, which are largely discredited by the establishment left media empires.

Lawton Cops Raid Licensed Patient, Confiscate Gun Collection

  SoonerPolitics has received a disturbing letter which alleges gross violations of civil rights, and a Lawton man is still sitting in jail. His cash and gun collection was seized by the police who raided his home at 6am, on October 4th. He says there was a no-knock warrant. He's been sitting in jail since then. Prior District Court records show only a traffic ticket for not having an insurance certificate on hand, in 2014.
  William Keith Davis says he is a properly licensed patient in compliance with Oklahoma medical marijuana laws.  His handwritten letter mentions  he was growing his authorized 6 cannabis plants in his back yard. When police barged into his home, most of his firearms were in a safe. He says he was thrown head first into a pool table. He insists that he told them he is licensed to have the medicine.  When the police found his small amount of medicine, they took all of it and some baggies in his kitchen. they claim that the baggies are evidence that he is a distributor.
His mature plants were immediately pulled up by the roots, destroying them and resulting in a loss of over $2000 in homeopathic medicine.
  Davis says he was immediately arrested and has been in the Comanche County Jail ever since. His case was set to come before Judge Zwaan, yesterday. We were not able to get a status report. His complete gun collection and the $549 in cash found in his home are now in asset forfeiture, so he cannot use any of that as collateral for bail. Without bail, he's not been able to resume employment and hire proper legal counsel.  The courts can keep him locked up and delay trial until October. 
  He was required to provide a Cash Bond of $20,000, which he does not have, so he sits in the county jail.

The County jail says he's 5' 11' & 140lbs. This is not a man of strong build. Sources say he's in his late 50s.

SQ 808 Files Challenge To SQ807 (Marijuana Petitions)

Will The ACLU  Look Like Hypocrites? 

  The Notorious Paul Tay (he just loves it when I say that) has sent a handwritten petition to the Supreme Court of Oklahoma. Tay is the filer of SQ808. The petition of protest was prepared without
  • the aid of a lawyer,
  • paying the $200 fee, or
  • serving the Attorney General, Secretary of State, or the filers of SQ807 (Michelle Tilley & Ryan Kiesel).
The document is now posted on the Oklahoma Supreme Court Docket, with all the respect and propriety of any other court petition.  We don't yet know how the justices will react to this. But the clerk of the Supreme Court has honored the document, even though the photo copy shared on the state web servers is not legible.
  Today was the last day to file a challenge at the court. Paul Tay wrote is document last Monday, from his jail cell at the Tulsa County lockup. He is serving a 9 month sentence for outraging public morals (not related to his SQ808 activities)
  In the document, Tay details how the sheriff has denied him access to the jail's library. He says he is a pauper and has no means of paying the $200 for his civil petition.
  He also says his incarceration prevents him from fulfilling the duty of serving notice to the respondents.  If Paul Tay insists on appearing in person before the Oklahoma Supreme Court, will he have the right (or privilege) to do so?

Lawyers generally agree that it's unwise to represent themselves in court, so how much more is it folly for a non-barrister to attempt the feat? But Tay admits that publicity drives part of what he does... So if that's the motivator, he will press this strategy.

  Ryan Keisel is seen as the face of the Oklahoma ACLU. He's also the brains and passion of SQ807.  While the ACLU is proudly defending the destitute and disenfranchised, Keisel will now decide whether to use procedural tactics to deny Tay a substantive hearing, before the highest court of Oklahoma.

OK2A has never been in a stronger political position, in state history.

  This morning, OK2A president, Don Spencer, details the several bills and resolutions his organization is supporting, in the upcoming session of the 57th Oklahoma legislature.
  He says during his participation in OK2A, Oklahoma's rating on self defense rights went from 38th in the nation, up to #5, when it comes to legal policy for the right to keep & bear arms.
  Among the issues, Spencer is also signaling an increased attention to the several District Attorneys in Oklahoma.  He especially singles out DA David Prater for the great abuse of civil rights that have happened to good citizens.
  We're including the link to the video of today's Reagan Breakfast meeting. Adrian Otap, of E Pluribus Otap, attended this meeting and carried the speech live.

10,000 Protesters Stop NJ Lawmakers From Forcing Vaccines

Senators were heckled in the Trenton capitol building by a mob of over 10,000 angry people who stood out in the street & courtyard of the seat of govt.
  The legislators were all set to pass a bill to refuse any religious exemption to families enrolling kids into mandatory schooling facilities, without a full battery of recent drug injections and other vaccine regimens.
  The final needed senate supporter was secured on Friday, and the Monday vote was scheduled. 
  But today a mob swelled outside the building equipped with several bullhorns and other portable public address equipment.
  The sound penetrated the stone capitol building and reverberated throughout the capitol complex.
  The senate president took the gavel and presided over the rest of the docket and then claimed a few bills were coming from the other chamber, and to stand in recess for about 15 minutes.
  Then the heavy 'arm-twisting commenced and att this moment Democratic leadership is still failing in their quest to force 14,000 more kids to be filled with these dozens of dangerous drugs.
Hundreds around the nation continued to spontaneously order pizas and othe foods, with instructions to deliver the hot meals to the capitol demonstraors for free distribution as nightfall approached.

Editorial: It's Time To Elect An Oklahoma Secretary of State

  Recently on social media, someone questioned why the Oklahoma governor has the power to appoint any vacant congressional offices?
​ I responded that this is not the case. But after an election is certified, our governor notifies the federal govt. In Kevin Hern's case, the seat was his just as soon as the election was certified.
​ Here's how I explained it, and why I think our state constitution is flawed (it has numerous flaws).
The governor certified to the Clerk of the US House of Representatives, that Hern was elected. In most states, the Secretary of State is the elected official who certifies the elections. But in most states, the people actually vote for the Secretary of State.
In Oklahoma's constitution, the SOS office is a duty directed by the governor & is sometimes similar to a glorified butler who is appointed by the Governor, and serves at the governor's pleasure.
Oklahoma's constitution grants to the State Senate, to allow their appointed Senate Clerk to serve as our election board secretary.
That is also a bad design, because the senate then gets to dictate who oversees their reelections to the senate.
Our Commissioners of Labor & Insurance should not be independently elected, but our Secretary of State should be elected directly and have the oversight of elections. The governors can hire their own butlers.

Marijuana Prohibition May Not End With November Election

  The voters of Oklahoma are about evenly split over the idea of just ending the prohibition of marijuana. Amber Integrated conducted a poll of 500 Oklahoma voters, recently. the sentiments edge slightly to the 'No' side, when asked about a generic question about ending the marijuana prohibition.
  When a specific proposal is presented, that opposition may change. SQ807 would heavily tax the sales and promise voters that the money will go to education & mental health programs (we've heard that before, haven't we?). Some may change their opposition if they see personal benefit from the money raised. But others may change their support if it just becomes a vehicle of growing govt. control and create more problems in regulatory schemes.
  SQ788 passed with 57% of the vote, but some pointed to the poorly written language and still voted 'No', even though they support the idea that cannabis medicines can be beneficial.
  SQ808 faces a much higher mountain to climb because the filer is now sentenced to 9 months of jail on an unrelated matter, and there appears to be no financial backing for the huge task of gathering over 170,000 signatures to put it on the statewide election ballot.
​  This poll was conducted about a month ago.

Paul Tay Convicted of 'Outraging Public Morals' For Publicity

  Well, sadly, the Tulsa District Court is playing right into Paul Tay's hands, again.
  This genius nutcase will likely win a landmark ruling in his appeal. And he needs to appeal this, because the law is so horribly vague and arbitrary that it was used 50 years ago to keep black men from dating white women.
  Outraging public morals can hardly be established as a statutory marker when it is not specific. Paul tay kept his clothes on, and did not urinate or defecate in public, so that part is mute.
What the courts are left with is his placard's solicitation, which carries an ambiguous double entendre (since he had a manikin body part affixed to his helmet.)
  Blame the legislature for not specifying sufficiently. Blame the legislature for not cleaning up old laws. Paul's a very irresponsible and bad example. But his antics require that we all do our job to make laws that we can actually defend.
  

  If you read the Walker Ruling of 1977, it's clear that the appellate courts have a real problem with how the legislature wrote this statute.

OKGOP Chair, David McLain, Addresses Party Planning, Funding, & Strategies

  The Cleveland County GOP monthly lunch meeting took place today, at Van's Pig Stand, in Moore, OK. OKGOP Chair, David McLain was the invited speaker and his message was largely an update about the party's political objectives, new resources, and calendar events.
 He reports fundraising levels approaching $150,000 since last May. No documentation was stated, nor was any action announced on the State Budget Committee's duty to provide a working budget.
  We still have no news regarding the November State Committee of the OKGOP, which was supposed to approve a budget about 6 months ago. McLain said he will announce the next State Committee meeting after he meets with his Central Committee, later today.
 McLain says that party is actively fighting against SQ804, which would amend the state constitution to change redistricting and ban the State legislature & governor from any oversight of how the people are represented equitably.
  McLain unveiled the Advantage Mobile App for precinct canvassing and other door-to-door resources. 
​ McLain said that the OKGOP helped raise over $200,000 for a legal battle to stop SQ804 in the Oklahoma Supreme Court.
