2019 was a long time in coming, for Don Spencer. The retiree had always been a passionate and principled advocate for constitutional respect for personal rights of self defense and citizen empowerment. But this year Don was able to gather together so many advocates toward a common cause and pathway for success. I was with him in January when common citizens did what the elected officers could not do.. Defeat an overreach of the State's Ethics Commission. they were slated to enact some oppressive requirements on our constitutional rights of redress of grievance and petitioning of govt. Don and so many others did their part to tell these un-elected bureaucrats that they have forgotten their place and their limited mandate. We prevailed. In February he had a docket of bills authored by collaborative lawmakers to restore major 2nd amendment rights to keep and bear arms. His efforts for Permitless Carry turned into Governor Stitt's 1st signing of a new law. It was a repeal of onerous restrictions on peaceable citizens. A collection of other laws then followed, but none will be as big as Permitless Carry. Don showed he wasn't sheepish about establishing his rights in the face of police threats. He stared into the faces of more than a half dozen real and pretend cops at the Tulsa OctoberFest. While the cops blocked his armed entry, he's still assessing a lawsuit option, based on the video evidence he methodically keeps at every expected confrontation. |
And then Don Spencer confronted petition volunteers who were seeking a referendum on Permitless Carry. He found and documented their factual lies, which were included in the legal documents. He gathered a legal team to take on the lies at the Oklahoma Supreme Court. The Courts agreed and the referendum effort was defeated because of their own lies... Lies that Spencer personally discovered.
Don does this as essentially an unpaid lobbyist and club president. He keeps a statewide network of local chapters informed, educated, coordinated, and working in harmony. That, in itself, is a huge accomplishment. Don Spencer is not done. We know of several more legislative measures that are slated for action at this year's legislative session. But we'll let Don talk about them when his timing is right. Don'e got his own personality, human limitations, and proclivities. But don't we all? Several citizens made big impacts in 2019. We've chronicled many of them. But We found it hard to make a stronger case for any other of the many citizen heroes in Oklahoma. This year the Citizen of the Year is Don Spencer, of OK2A. |

Permitless Carry Law Enacted What's been called "Constitutional Carry" has been an effort which took the efforts of many strong conservative lawmakers over the past 10 years, to bring about. Last year it failed the last hurdle and was thrown into Governor Mary Fallin's trash can. But this year there were three new lawmakers and 2 former lawmakers on hand to lobby the final senate support. The bill removes the mandated license, fees, and several weeks of waiting, in order to keep and bear arms. |
